The Commissioner of Finance located in Poughkeepsie, NY serves as the chief fiscal officer for the County. In addition to providing all the treasury functions for the County, the Finance Department serves the public in the following ways: Provides certificates of residence for county residents attending community colleges in NYS (outside of Dutchess County Provides tax certification to property owners filing subdivision maps Collects delinquent property taxes for all towns, villages and school districts within the County (outside the cities of Beacon and Poughkeepsie) Maintains prior year tax rolls and related records Serves as enforcement officer of property tax liens and coordinates annual auction of deeded property Collects and enforces Hotel Tax Distributes Sales Tax and mortgage tax to cities, towns, and villages Issues Annual Financial Statement Maintains County funds and investments Issues debts and Official Statements
